Project description : The main objectives of this program is to improve the awareness of elderly people, policy makers and the community at large on the fundamental rights of elderly people as enshrined in the Constitution and stated in Law nr. 13/1998 on Social Welfare of Older Persons as well as to encourage local government to mainstreaming the rights of the elderly and to issue an inclusive policy in order to improve the elderly access to justice and public service. The plan of actions is: to train paralegals and to establish Pioneer Schools of Justice and Citizen Forums to ensure that the rights of and protection for the elderly at the village level is implemented as well as to empower them.
Problem Statement : The main objectives of this program is to improve the awareness of elderly people, policy makers and the community at large on the fundamental rights of elderly people as enshrined in the Constitution and stated in Law nr. 13/1998 on Social Welfare of Older Persons as well as to encourage local government to mainstreaming the rights of the elderly and to issue an inclusive policy in order to improve the elderly access to justice and public service. The plan of actions is: to train paralegals and to establish Pioneer Schools of Justice and Citizen Forums to ensure that the rights of and protection for the elderly at the village level is implemented as well as to empower them.
The project will be implemented by using 3 key approaches :
1. To empower LBH APIK paralegals, the elderly community and the community at large in their respective areas as well as policy makers at the village level by providing training and a learning forum (Justice Pioneer Schools). The participants of this school are primarily poor women and members of the elderly community. The participants will also be introduced to public service institutions as well as to the Ombudsman and the Information Commission. Both institutions are government oversight agencies of the public service institutions.
2. To improve the understanding of key actors and policy makers at the village level on the needs and problem of the elderly and to encourage the enactment of inclusive policies of protection of the elderly. This end will be achieved by establishing Citizen Forums, conducting workshops of multi stakeholders, including drafting protection mechanisms of the elderly and by lobbying and advocacy work. In order to support the advocacy work, mapping out and assessment of the social conditions of elderly people in the respective villages will be conducted.
3. To review the Law nr 13/1998 on Social Welfare of Older Person and its implementation and developing a policy brief as a basis of advocacy at the national level.
